In 2024. the City of Fountain Inn contracted with Stewart’s Community Planning group and BOUDREAUX Architects to perform a focused revision/update to Appendix A Zoning and Appendix B Land Development Regulations of the City of Fountain Inn Code of Ordinances.
The purposes of the update include:
1) implementing the vision, goals, and recommendations of the
INNvision Comprehensive Plan
2) updating existing zoning districts and uses
3) documenting and improving applicable development review processes
4) updating development standards.
Overall, the revisions will create a modern, organized document with graphics, tables and illustrations to make it easy for both staff and the development community to understand.
The last significant rewrite of the zoning and land development regulations was in 2006, but the City has made multiple smaller amendments since then. Current Code

A proposed schedule where an overview will be provided on the zoning update is listed below. The schedule is also subject to change and will be tweaked based on discussions by the various public bodies involved.

- Regular Planning Commission Meeting & Public Hearing: December 18

- Discussion and Potential Votes: Regular Meetings of City Council & Planning Commission (includes public comment periods and public hearing)

- Second Reading City Council: February 12
The Board of Zoning Appeals does not vote on zoning code changes, but their November meeting will include an Overview as the zoning update includes sections that govern how the BZA operates and their jurisdiction includes considering appeals and variances of the zoning code.
Any zoning updates must first be approved by the Planning Commission before being voted on by City Council. Planning Commission has the ability to amend and/or recommend changes to City Council.
Changes to the zoning code require two readings by City Council. City Council can amend the zoning code during those deliberations. Agenda items can be held over to subsequent meetings if further discussion or amendments are necessary.
